Staff forced client to take a cold shower as punishment for behaviors
Licensing Program Analyst (LPA) Teresa Camara conducted a subsequent complaint visit regarding the above noted allegation. LPA was joined by Tri-Counties Regional Center Quality Assurance Specialist (QAS) Liz Aced-Arnett. LPA explained the reason for the visit to interim administrator Belen Gutierrez.
During the visit LPA and QAS interviewed staff 1 (S1) at 11:23 a.m. and attempted to interview client 1 (C1) at 12:11 p.m but C1 refused to be interviewed. C1 refused to be interviewed during LPA's previous visit on 3/20/2023. At 12:25 p.m. LPA reviewed and obtained pertinent documents. Based on interviews and review of records, LPA found no evidence of client being forced to take cold showers. According to staff, C1 takes showers on their own and prepares the water temperature on their own. When C1 exits the shower there does not appear to be any evidence of client's skin being irritated by the water temperature. No staff have observed any other staff force or suggest client take a cold shower as punishment. Therefore, the allegation staff forced client to take a cold shower as punishment is deemed Unsubstantiated at this time. Exit interview conducted and report emailed to administrator.
