The inspector’s account

It was alleged that staff are not providing a comfortable and safe environment for residents. Interviews revealed that the staff will redirect the clients when they are arguing or being confrontational. Outside interviews revealed that the house manager and other staff consult with the behavior consultant on different ways to handle the clients and their behaviors. When the clients are arguing staff interviews revealed they will redirect the clients and move the clients to separate them to keep them all safe and make sure no physical aggression occurs towards the clients.

It was alleged staff did not safeguard resident's personal belongings. Interviews revealed C1 had a coco cola water bottle that was damaged but interviews could not determine how the water bottle was damaged. Interviews with staff revealed they advise the clients to only touch their own stuff and not to touch items that do not belong to them. Interviews with clients revealed the clients denying damaging the water bottle. Interviews revealed that the clients usually don't touch other clients belongings but if they do, they are reminded not too. Interviews revealed C2 threw the bottle and staff observed the bottle and it was not damaged. There was more like a tiny scratch on the water bottle and C2 offered to give C1 20$ for it. Interviews did not reveal why C2 paid C1 if there was no damage done to the bottle. LPA was not able to observe the water bottle.

It was alleged that staff engaged in a verbal altercation in the presence of residents. Interviews revealed they have not heard the staff arguing or yelling at each other in the garage or inside the facility. Interviews revealed that when the other house managers come to the facility they will talk in the garage and there has not been any conversations that have become heated between staff. Interviews revealed they will talk about work stuff and how to do things and training's and that is about it unless it is something that is confidential or about a clients behavior. Staff denied getting yelled at or doing the yelling while at the facility by other staff.

Based on the evidence obtained from interviews, and record review, the complaint allegations of staff did not prevent resident from making inappropriate comments towards other residents, staff are not providing a comfortable and safe environment for residents, staff did not safeguard resident's personal belongings and staff engaged in a verbal altercation in the presence of residents are unsubstantiated; as there is not a preponderance of evidence to prove the alleged violations occurred.

An exit interview was conducted with Martha Collins, Administrator and a copy of this report along with Licensee/Appeal Rights (LIC 9058 03/22) was provided at the conclusion of the visit
