The inspector’s account

On 07/08/2026, Licensing Program Analyst (LPA) Aziz Faizi conducted an unannounced case management visit to the facility due to the capacity increase request submitted by the facility The Center for the Arts and Adult Education located at 555 Deer Springs Rd, San Marcos, CA 92069.

LPA met with Director of Adult Day Services (DADS) Cynthia Herendeen and Chief Program Officer (CPO) John McCarthy, and explained the purpose of the visit. At the time of LPA's visit the facility reported a current census of 174 clients.

The facility is presently licensed for 180 ambulatory and 20 non-ambulatory clients. On 02/19/2026 the facility submitted a Fire Safety Inspection Request (STD 850) to increase the ambulatory capacity of clients by 40.

LPA reviewed a Fire Safety Inspection Request (STD 850) dated on 02/19/2026, noting facility Building 4 and Building 5 have been granted a capacity of 220 ambulatory clients and 20 non-ambulatory clients dated and signed by the San Marcos Fire Department on 04/07/2026.

LPA toured the facility with CPO John McCarthy and DADS Cynthia Herendeen. The physical plant is ready for the capacity increase, as the facility sketches show sufficient rooms, sufficient areas, and usable space to support the requested increase of 40 ambulatory clients. No health or safety issues were observed during the visit.

A new license will be mailed to the facility to reflect the approved capacity increase. An exit interview was conducted and a copy of this report was reviewed, and provided to CPO John McCarthy and DADS Cynthia Herendeen.
