The inspector’s account

Licensing Program Analysts (LPAs) Hannah Rodgers and Rebecca Borunda conducted an announced Pre-Licensing visit. LPAs met with and were granted entry by Applicants Enedina Rangel and Eurydece Randle. The purpose of today's visit is to inspect the facility and ensure that it is in compliance with California Code of Regulations, Title 22, Division 6. The fire inspection was completed on 2/18/2025 and the facility is approved for 6 ambulatory clients in bedrooms 1, 2, 3, 4, and 5. Staff office is for staff use only. The submitted facility sketch was consistent with the current layout of the facility.

During today's visit, LPAs toured the facility and inspected every room. Pathways were free of obstruction and slip hazards. Client bathrooms were observed to be clean and the toilets and showers were found to be in working order. The facility's water temperature was measured to be in compliance. LPAs observed locked storage areas where all hazardous and/or toxic chemicals were stored and secured. LPAs observed locked storage for client medications and client and staff files. Functioning carbon monoxide detectors and smoke detectors were observed in the facility. LPAs did not observe any aspects of delayed egress or secured perimeter and did not observe any bodies of water on the premises. LPAs observed a 7-day supply of non-perishable food. Required postings were observed in a common area of the facility. LPAs reviewed the facility’s Infection Control Plan and Emergency Disaster Plan.

LPAs conducted Component III with the applicants. The topics discussed were continuing operation requirements, record keeping, reporting requirements, and physical plant compliance.

Pre-licensing is complete, and this facility has no deficiencies. It is recommended that this facility be licensed pending final review and approval. An exit interview was conducted with Applicants Enedina Rangel and Eurydece Randle, whose signature below confirms receipt of a copy of this report and the Licensee Appeal Rights (LIC9058 3/22).
