The inspector’s account

On 9/23/2024, Licensing Program Analyst (LPA) Janette Romero made an unannounced visit to the facility to conduct a required annual inspection. LPA was greeted and granted entry by House Manager (HM), Sonia Villegas who was informed of the purpose of the visit. The facility has a fire clearance for two (2) ambulatory clients and two (2) non-ambulatory clients, and serves adults ages 18 through 59. During the visit, there was two (2) staff present and LPA was informed all four (4) clients were attending day program.

LPA toured the facility's interior and exterior with HM Villegas. During the tour, LPA observed the facility is made up of a one (1) story home with three (3) client bedrooms, two (2) bathrooms, a staff room, two (2) living rooms, two (2) dining rooms, a kitchen and attached garage. HM Villegas tested one (1) of the smoke alarms/carbon monoxide detectors and LPA found it to be operational. LPA observed charged fire extinguishers mounted throughout the facility, which were last serviced on 4/19/2024. LPA reviewed the Record Of Client's/Resident's Safeguarded Cash Resources (LIC 405) for all four (4) clients while HM Villegas counted their physical monies and no discrepancies were discovered. LPA toured the kitchen and observed the facility has more than a 2-day supply of perishable foods and 7-day supply of non-perishable foods. LPA reviewed two (2) random client files, which had all Departmental required records. Medications are secured in a locked kitchen cabinet. LPA and HM Villegas reviewed the physical medications for two (2) clients along with their Medication Administration Record for September 2024 and did not discover any discrepancies. LPA toured the garage and observed the facility has six (6) backpacks filled with emergency essentials. The facility also has an emergency water and food supply. LPA observed a hallway cabinet with additional clean linens, comforters, and towels available for the clients in care. Disinfectants, cleaning solutions, and additional hygiene supplies are secured in a locked laundry room cabinet. Indoor and outdoor pathways were free of obstructions. Outdoor shaded seating is available for the clients in care. There are no bodies of water on the premises and staff present have a criminal record clearance and are associated with the facility. During today's visit, LPA did not observe any issues or concerns. An exit interview was conducted and a copy of this report was reviewed and provided to HM Villegas.
