The inspector’s account

On May 24, 2023, residents and staff interviewed stated that the bathrooms and showers were cleaned daily, there are door locks on the doors and residents have access to lock the doors when they are in their rooms for the night. Residents stated that there are drug users on premises but had not witnessed any drug activity occurring on the premises. According to facility policy, drug use is not allowed; however, residents are free to leave the facility at all times and can be in the community unsupervised. Observations verified that resident doors have locks and were able to be locked. Bathrooms and showers appeared clean, and LPA observed staff cleaning these areas.

Records reviewed determined information stated in the admissions agreement that the facility is not responsible for personal belongings. Residents can file a police report online when a theft occurs. Interview statements by outside sources were inconsistent and did not support the allegations.

There was insufficient evidence found to support the allegations that facility did not ensure a safe environment; facility did not safeguard client's personal belongings; and lack of supervision resulting in drug use at the facility. Due to a lack of evidence, the allegations are deemed to be unsubstantiated. A finding that is unsubstantiated means that although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.

An exit interview was conducted with the Director, Roger Hernandez. A copy of this report and Licensee's Rights (LIC 9058 03/22) were provided to the Director and his signature on this report confirms receipt of the Licensee Rights.
