The inspector’s account

Licensing Program Analyst (LPA) Marisela Garcia-Centeno conducted a case management visit to discuss observations noted during the facility's Annual Inspection. During the visit, LPA met with Supervisor, Pia Abille, and reviewed the applicable Title 22 regulations requiring the licensee to maintain the facility in a clean, sanitary, and safe condition at all times.

LPA discussed observations indicating that portions of the facility required additional housekeeping and sanitation, including the presence of noticeable dust, mold, soap scum, dirty laundry, and dirty dishes. LPA explained that maintaining the facility in accordance with Title 22 standards helps promote a clean, sanitary, and safe living environment, reduces the risk of illness and infection, and protects the health, safety, and well-being of clients in care.

LPA advised Supervisor Abille that routine housekeeping and sanitation practices should be consistently maintained throughout the facility and not deferred until inspection visits. Supervisor Abille acknowledged the observations, stated that corrective measures would be implemented immediately, and indicated that staff would complete a thorough deep cleaning and disinfection of the facility by July 5, 2026. Supervisor Abille verbalized an understanding of the Title 22 requirements and agreed to ensure ongoing compliance.

Although conditions observed during the Annual Inspection could have supported the issuance of deficiencies, LPA elected to provide technical assistance during today's visit. No deficiencies were cited.

An exit interview was conducted with Supervisor, Pia Abille. A copy of this report and the Licensee Appeal Rights (LIC 9058, 03/22) were provided during today's visit.
