Based on documents reviewed and interviews there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. Unsubstantiated meaning that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur.
An exit interview was conducted with Administrator, Michael Garcia and a copy of this report (LIC 9099) was provided to Garcia at the conclusion of the visit.
