The inspector’s account

Licensing Program Analyst (LPA) Michelle Echeverria made an unannounced visit to the facility. The purpose of the visit was to conduct a required comprehensive annual inspection. LPA met with Licensee, Joyce Dechimo and Staff, Christopher Reulbach. The facility is a Residential Care Facility for Elderly (RCFE) Licensed capacity is (5) current census (0). LPA was accompanied by Joyce and Christopher, to conduct an inspection of the home, which included, but was not limited to, the following:

Physical Plant: During visit, LPA observed the facility under construction due to the fire damage on the living room located on the right side exterior and to the roof top that was caused by a solar panel lithium battery stored inside the shed which took place on 7/12/2024. Victorville Fire Department tagged the facility as unhabitable on 7/12/24. During the inspection LPA observed that the facility is still unhabitable and vacant. LPA was able to enter the facility and observed that construction has not been completed from the inside.

Care & Supervision: It was stated by Joyce and Christopher that the (2) residents were relocated following the fire. Joyce and Christopher were advised by LPA to inform the local Adult and Senior Care Regional Office when the repairs are completed to make the facility operable again. Once notification is made, LPA will follow-up with Joyce or Christopher for additional information and/or documents needed.

An exit interview was conducted, and this report (LIC809) was discussed and provided to Licensee, Joyce Dechimo.
