Additionally, the LPA interviewed outside parties who confirmed awareness of R1’s request for the Administrator to collect these belongings. Outside parties stated that R1 is not being exploited in any way and is being treated very well at the facility.

Based on observation and interviews; there is insufficient evidence to determine staff are exploiting residents in care. Therefore, the allegation above is Unsubstantiated.

An Unsubstantiated complaint means, that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. An exit interview was conducted with Administrators Alejandra and Richard Contreras and a copy of this report was provided at the conclusion of the visit.
