HCO is not providing services to client as contracted.
On September 3, 2025, Home Care Services Branch (HCSB) Enforcement Analyst (EA) Jane Cong-Huyen arrived at the business office of A Rainbow of Care located at new location 517 N. Mountain Ave. Upland, CA 91786 for the purpose of delivering the finding of a complaint. EA met with designee,Louis Hobbs.
It was alleged that Home Care Organization (HCO) did not provide services to client as contracted.
Based on Interviews conducted and records reviewed; it was discovered during the investigation, the client's family paid for care services for a certain period of time, but the family cancelled the services prior to the end of the initial paid period for services. Services was not provided for the remainder of the time due to the cancelation of services, but evidence showed the HCO had reimbursed the client back the amount owed for the remainder of the service time. Although the allegation may occurred or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore, the allegation is unsubstantiated. No violations cited during this visit. Exit interview conducted and a copy of this report and appeal rights was emailed to licensee, Regina Carter.
