The inspector’s account

Licensing Program Analyst (LPA) Edith Conchas made an unannounced visit to the facility to conduct a required comprehensive annual inspection. LPA met with Joseph Pinto and Rose Pinto, caregivers who both assisted with the tour of the facility.

The facility is operating in the capacity approved by Community Care Licensing (CCL). The facility if funded by Inland Regional Center. There are no obstructions to indoor and outdoor passageways. The facility is maintained at a comfortable temperature. LPA inspected resident’s bedrooms which are equipped with required furniture such as mattresses, night-stands, storage space, and sufficient lighting. The bathroom was clean and appliances were operating appropriately. The water was measured at 113. Degrees F. LPA observed sufficient furniture and lighting throughout the facility. The facility is equipped with operating dual smoke detectors and carbon monoxide alarms. Fully charged fire extinguisher inspected and stamped for 2026. Posters such as personal rights, the CCL complaint poster, facility sketch, facility license, Emergency disaster and Infection control plans were posted in a common area. Non-perishable and perishable food supply was observed to be sufficient for number of clients in care. Menu and calendar were observed. LPA observed an emergency food and water supply for clients in care. LPA observed there was a designated storage space for client/staff files and medications are kept locked and inaccessible to clients. Overall, the facility is clean, in good repair, and operates in safe conditions for clients in care. LPA reviewed client files for admission agreements, updated physician reports, and needs and services plans. Medications were audited and appeared to be dispensed appropriately. Facility has sufficient care staff for coverage 24 hours a day, 7 days a week. LPA reviewed staff files for First Aid/CPR certification, criminal record clearance, training, and health screenings. Fire Drill and Earthquake drill are being conducted regularly. Liability insurance was observed to be current. Cleaning supplies, toxins, sharps, and other dangerous items are being kept inaccessible to clients in care.

Based on the observations made during today’s visit, no deficiencies were cited. An exit interview was conducted, and this report was discussed and provided to both staff Joseph and Rose Pinto at the conclusion of the visit.
