The inspector’s account

A virtual office meeting was held via Microsoft Teams today, April 18, 2025. In attendance were Licensing Program Analyst (LPA) Vincent Moleski, Licensing Program Manager (LPM) Stephen Richardson, Alta California Regional Center (ACRC) service coordinator Allan Diwa, ACRC client advocate David Lopez, ACRC client services manager Heather Hollingworth, facility administrator Orlando Carpio, and a resident's responsible party (R1's RP).

A client of this facility (R1) has brought airsoft guns into the facility. Carpio had previously made an arrangement with R1 to limit usage of the airsoft guns while in the facility due to safety concerns. However, R1 has continued to threaten others, including residents and staff, with the airsoft guns, and has been involved in situations where local police officers have responded to R1's appearance in the community with airsoft guns.

Participants of this meeting discussed the possibility of enrolling R1 in work programs and/or recreational day activities, and the potential for pursuing legal denial of rights for R1 due to the aforementioned health and safety concerns.

Participants of this meeting agreed to reconvene at a later date after pursuing less-restrictive options.

No deficiencies were cited during this meeting. An exit interview was held and a copy of this report was sent to Carpio to sign.
