Facility Evaluation Report
On 05/07/2026, Licensing Program Analyst (LPA) Janette Romero made an unannounced visit to the facility to conduct a required annual inspection. LPA was greeted and granted entry by Licensee Krisly Badilla who was informed of the purpose of the visit. Licensee Badilla's administrator's certificate expires on 07/12/2027. The facility has a fire clearance to serve four (4) ambulatory clients. Licensee reported they are pending Inland Regional Center vendorization and have not received any client placement.
LPA toured the facility with licensee and observed the facility is made up of a two-story home with four (4) client bedrooms, two (2) client bathrooms, a kitchen, dining area, living room, laundry room, staff room, and attached garage. Client bedrooms had the required bedding, furniture, and lighting. Bathrooms had nonskid mats or grab bars in the shower. LPA observed hygiene kits available for future clients in care. Indoor and outdoor pathways were free of obstruction. The facility has more than enough space to store a two-day supply of perishable foods and seven-day supply of non-perishable foods. Medications and confidential records will be secured in a locked hallway closet. Pesticides and sharp instruments are secured in a locked cabinet in the locked garage. Disinfectants and cleaning solutions are secured in the locked laundry room. Licensee tested one (1) of the smoke alarms and carbon monoxide detectors and LPA heard them to be operational. LPA also observed a charged fire extinguisher mounted in the facility that last serviced on 03/23/2026. Clients' personal rights, complaint procedures, emergency disaster plan, and facility sketch are visibly posted near the medication closet. The facility has a koi fish pond in the backyard that is surrounded by a four foot locked fence. Licensee reported they are in the process of replacing the four foot fence with a five foot fence to meet the minimum requirements pursuant to California Code of Regulations, Title 22 section 80087(e)(1). A technical violation was issued for this. However, LPA did not observe any other issues or concerns. Licensee was advised to notify Community Care Licensing as soon as they receive client placement. An exit interview was conducted and a copy of this report was reviewed and provided to licensee.
