The inspector’s account

On 01/28/2026, Licensing Program Analyst (LPA) Janette Romero conducted an unannounced visit to the facility to conduct a required annual inspection. LPA met with Licensee Cornelia Todor who was informed of the purpose of the visit. The facility has a fire clearance to serve five (5) ambulatory adults.

LPA conducted a tour with licensee and observed the home is made up of three (3) client bedrooms, two (2) bathrooms, a kitchen, dining room, living room, staff room, office and attached garage. Indoor and outdoor passageways are free of obstruction. No bodies of water were observed on the premises. The smoke alarm and carbon monoxide detector were tested and LPA heard them to be operational. LPA also observed fire alarm pull stations and charged fire extinguishers mounted in the home that were last serviced on 01/08/2026. The facility's last earthquake drill was conducted on 01/03/2026. Client bedrooms had the required bedding, furniture and lighting. Bathrooms had toilet paper, soap, and paper towels readily available along with non-skid mats in the shower. LPA toured the kitchen and observed the facility had more than a two-day supply of perishable foods and seven-day supply of non-perishable food items. Medications are secured in a locked hallway cabinet. LPA reviewed the Record Of Client's/Resident's Safeguarded Cash Resources (LIC 405) for all four (4) clients while licensee counted their physical monies and no discrepancies were discovered. Clients' personal rights are visibly posted in each client's bedroom. The facility's certificate of liability insurance expires on 07/19/2026. During today's visit, LPA did not observe any issues or concerns.

An exit interview was conducted and a copy of this report was reviewed and provided to licensee.
