The inspector’s account

On 05/26/2026, Licensing Program Analyst (LPA) Janette Romero made an unannounced visit to the facility to conduct a required annual inspection. LPA was greeted and granted entry by House Manager (HM), Tarsha Foster who was informed of the purpose of the visit. LPA met with Administrator Florence Bazile who was also informed of the purpose of the visit. The facility has a fire clearance to serve four (4) non-ambulatory adults and an approved waiver to have the kitchen locked and for delayed egress.

LPA toured the facility with HM Foster and observed the facility is made up of a one-story home with four (4) client bedrooms, two (2) bathrooms, a kitchen, dining area, living room, laundry room, and attached garage. HM Foster tested the delayed egress and LPA observed it to be working properly. Client bedrooms had the required bedding, furniture, and lighting. Bathrooms had grab bars and non-skid mats in the showers. No bodies of water were observed on the premises. Indoor and outdoor pathways were free of obstruction. The facility had a two-day supply of perishable foods and seven-day supply of non-perishable foods and the kitchen was locked as approved. Medications are secured in a locked hallway closet. The facility has a fire alarm system and charged fire extinguishers mounted that were last serviced on 03/23/2026. HM Foster tested one of the carbon monoxide detectors and LPA heard it to be operational. Staff present have a criminal record clearance and are associated with the facility. LPA reviewed the facility's Fire/Earthquake and Disaster Drill Form noting the facility's last fire drill was conducted on 04/29/2026. LPA reviewed the Record of Client's/Resident's Safeguarded Cash Resources (LIC405) for two clients while HM Foster counted their physical monies and no discrepancies were discovered. During today's visit, LPA did not observe any issues or concerns. An exit interview was conducted and a copy of this report was reviewed and provided to Administrator Bazile.
