11/04/2024 and conducted by Evaluator Abdoulaye Zerbo
COMPLAINT CONTROL NUMBER: 18-AS-20241104212616
Licensing Program Analysts(LPAs) Abdoulaye Zerbo and Aziz Faizi made an unannounced visit at the facility to deliver findings on the above allegation. LPAs met with Administrator CHARLEES S TIPPENS and explained the purpose of the visit.
During the investigation, LPAs conducted interviews with two (2) clients and the information obtained revealed that they independently manage their food stamps cards and use them at local stores. Clients denied ever being asked to sell their food stamps. Client 1 (C1) clarified that a previous conversation with the Administrator was misunderstood. C1 stated they were having a general conversation and the Administrator informed them that receiving food stamps while in a group home may be considered inappropriate due to services provided by Inland Regional Center (IRC) but never took their food stamps cards.
Based on records review, and interviews, the above allegation is Unsubstantiated. A finding that the complaint is UNSUBSTANTIATED means the allegation may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violation occurred.
An exit interview was conducted, and a copy of this report was provided to Administrator CHARLEES S TIPPENS.
