The inspector’s account

they had never seen any of the clients bringing in illegal contraband. Clients interviewed, also stated, illegal drugs and smoking were not allowed in the facility. C4 stated some clients (names unknown) bring in marijuana but nothing illegal. S1 stated illegal drug use is not allowed at the facility; however, he is aware that a few clients’ uses marijuana but have not seen any clients using drugs. The three (3) staff that were interviewed stated drug paraphernalia has been found in some of the client’s rooms and when found the paraphernalia is given to S1.

Al though the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED .
