The inspector’s account

On 03/02/2026 at 3:45 PM, Licensing Program Analyst (LPA) P.Manalo came unannounced to conduct a case management visit to follow up on the email between Witness 1, Regional Center of East Bay (RCEB), Licensee, and Administrator. LPA met with Administrator (ADM), Amelia Alfonso, and explained the purpose of the visit.

On 03/01/2026, LPA received an email from W1 regarding an altercation between C1 and C2 where C2 was calling C1 profanity words and C1 was locked out of the house by C2.

During the visit, LPA interviewed ADM, client, and staff members. Interview with ADM revealed that ADM is conducting an internal investigation to find out what happened between C1 and C2.

ADM will send an official incident report by 03/04/2026.
