The inspector’s account

On 3/28/2024 at 10:45AM, Licensing Program Analyst (LPA) G. Luk arrived unannounced to conduct a Required - 1 Year inspection. LPA met with caregiver, Belen Catipon and explained the purpose of the visit. Administrator, Emilissa Pangilinan arrived 30 minutes later. The facility’s fire clearance was approved for 6 ambulatory clients.

LPA toured the facility including but not limited to bedrooms, bathrooms, dining area, kitchen, garage, and outdoor area. Smoke and carbon monoxide detectors were observed. Fire extinguisher was observed to be full and last serviced on 8/2/2023. 2-day of perishable food supplies were available. There were adequate lights in each room. First Aid kit is complete. Last fire drill was conducted on 2/22/2024.

LPA reviewed 3 clients and 3 staff files starting at 12:30PM.

At 11:15AM, LPA observed oven door is missing front panel, smoke detectors were beeping, boxes stores in back porch, front yard has large amount of items to be disposed, side fence is leaning towards neighbor's yard, and side yard has items stored.

At 11:20AM, LPA observed unlocked medications (insulin pens) in refrigerator.

At 11:35AM, LPA measured hot water temperature at 124.9 degrees F in the hallway bathroom. Staff lowered hot water temperature and LPA re-measured hot water at 118.7 degrees F.

At 11:41AM, LPA observed unlocked oven cleaner in bathroom and unlocked tools (saw, tree clipper) in the backyard. Staff locked up the items during inspection.
