The inspector’s account

Licensing Program Analyst (LPA) Hiratsuka conducted this visit in response to Alta Regional Center Title 17 inspection on 10/24/205. The regional center found issues with the personal and incidental money (P&I) for one resident and medications for another resident. LPA met with Administrator Kai Page.

LPA reviewed the P&I funds. The regional center couldn't find a receipt for December 2024. Administrator stated the receipt was archived during the regional center meeting and she had to get it. Administrator showed LPA the receipt during today's visit. The P&I ledger showed the resident signed out $40.00 one day and is only allowed to sign out $20.00, at a time. A receipt was produced and the resident is able to keep the change. The regional center service coordinator is adjusting how much the resident is allowed to sign out. There were two receipts for medical co-pays and the money was not deducted the from the P&I ledger. The administrator stated she didn't charge the resident for the co-pay right away because the resident didn't have enough money and then she decided to just pay for the co-pays and not charge the resident.

LPA reviewed the medication orders. Community Care Licensing Division (CCLD) does not require the same documentation as the regional center. Administrator produced a summary of the doctor's visit that has the list of medications and the dosages. That meets CCLD's requirements. Administrator stated for one medication the resident told the staff the medication was "as-needed," and has refused to take the medication. The residents do have the right to refuse medications. Administrator stated she didn't follow-up for clarification on it and has an appointment to get clarification. The regional center found a discrepancy between the medication administration record and the label for eye drops, but the medication administration record matches what the last doctor's visit list. The resident has not suffered any ill-effects from these discrepancies
