The inspector’s account

Licensing Program Analyst (LPA) Jill Nakagawa arrived unannounced to conduct an Annual Inspection and was welcomed by Program Manager Kim Starks. There were 36 clients, 14 staff plus one nurse.

The facility is licensed by the United Cerebral Palsy of Greater Sacramento, and works with Alta Regional Center and is partnered with UCP Transportation Services.

LPA Nakagawa toured the facility and found it to be clean and a comfortable temperature of approximately 71 degrees F. The water temperature measured between 105 - 105.9 degrees F in bathroom faucets. The facility was well-organized and provided each client storage for their lunch (provided by client) and personal belongings. There were also areas provided to clients for quiet time. Trained staff help clients with special dietary needs and a licensed nurse is on staff to help clients with medication management and g-tube feedings.

The facility has 5 Fire Extinguishers that were fully charged and last inspected on 12/01/2025. The Fire Alarm System was last inspected on 12/01/2025 and the Sprinkler System were inpected 06/10/2025 will be inspected on 06/05/2026. The facility has an Infection Control Plan which was updated on 11/15/2025. The Emergency Disaster Plan was last updated 04/07/2026. The last disaster/fire drill was conducted on 04/30/2026.

The program was buzzing with client engagement in a variety of activities and social interaction at the time of inspection.

There were no deficiencies found at the time of inspection. No citations issued.
