Home Care Aides have not completed the required training hours.

Associate Government Program Analysts (AGPAs) Megan Vigil and Ramsey Chimienti met with Licensee, Kelli Villanueva to discuss the above listed complaint allegation.

AGPA Vigil conducted a post licensing inspection on 6.13.24 and discovered the majority of Home Care Aides (HCA) did not have the required training documented in caregiver personnel records. Licensee, Kelli stated that they were unaware that they are required to provide the initial five hours of training and assumed that if the HCA's came from other Organizations, they did not have to provide the training. AGPA Vigil explained that the orientation and basic health and safety training must be provided by, We Care 4 Yolo, upon hire. The deficiencies are noted, and section 1796.44(a) of Health and Safety Code are being cited. The plan of corrections for the section are due by 7.4.24.

Based on AGPA's observations and interviews which were conducted and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. A copy of the 9099, 9099D and appeal rights were provided to Licensee. An exit interview was conducted.
