The inspector’s account

On 5/12/25 an office visit was held via Teams to discuss next steps to take for residents (at both Golden Age Newman 502701270 and Golden Age Turlock 502701269) due to the sudden death of the licensee, Kelsy Ramos, of both facilities. Present at this meeting for the Sacramento South regional Office was Licensing Program Manager Stephen Richardson (acting Regional Manager), Licensing Program Manager Lisa Rios, Licensing Program Analyst Arielle Pascua and Licensing Program Analyst Renee Campbell. Also present was Stanislaus Coordinator Ombudsman Beverly Ballam. Present representation for the deceased licensee was Teri Ramos (mom), Russ Ramos (dad) and Ryan Brazil (sister).

The Department explained to the licensee’s family that the license was not transferable, and they would not be able to continue to operate the business. Further, it was explained by the family that the property address for Golden Age Turlock was in probate as there was no will present. Without control of property, the family would not be able to submit a change of ownership application to take over the business. The property at Golden Age Newman, is owned by a previous co-licensee of Kelsy’s and the family did not have control of property for Golden Age Newman either.

It’s the core mission of the Department to ensure a safe and easy transition of relocating the current residents to alternate licensed facilities. Several neighboring facilities have been found to have beds available for residents and will be invited to meet the residents.

On 5/12/25 and 05/13/25 Licensing Program Analyst Arielle Pascua will attend the meeting with all resident responsible parties to inform them of the transition and assistance that the Department will provide along with Health and Safety checks of the residents every 48 hours. This concluded the meeting. On 5/13/25 the report was signed by Facility Representative, and a copy of the report was left at the facility.
