Staff do not ensure residents are smoking in the designated areas

Licensing Program Analyst, LPA, Noel Wolf Petersen arrived unannounced to the facility to conduct a complaint investigation of the above allegation, lpa met with facility administrator chelsey richardson to explain the purpose of the visit.

Facility residents on two of 9 daily smoke breaks observed were largely contained within the defined smoking areas. LPA observed one resident asked to return to the designated area smoking area. No residents were observed smoking thier private smokable resources in observations made during non smoking break times. two facility staff support the statement that sometimes people do smoke outside the designated smoking area, and the facility policy is to encourge them to move to a public space like the sidewalk or to the designating smoking area.

LPA gave guidance, with a population of smokers thats 50+ people there might not be enough attractive spaces to smoke in, and the layout could better accomodate those wishing to leave the smoking area by adding more benches or shady areas to the smoking area to encourage its use. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.No citation issued, A copy of the report was read and given to the staff. appeal rights provided, exit interview conducted.
