The inspector’s account

The purpose of this complaint visit was to deliver the findings from this investigation to this facility and its representative at this time.

Based on a review of this facility's financial records, bank statements, and all other associated financial documents, it was learned that this facility did not have an adequate financial plan in place. It was learned that this facility was generating enough income to cover their expenses but still failed to properly pay some bills in a timely manner resulting in past due fees and interest being charged onto those accounts.

It was learned that insufficient fund charges were discovered on the bank statements along with several negative daily account balances. This was an indication that there weren't sufficient funds in it's benefit account to meet the facility operating costs.

In addition, it was learned that this Licensee owed some monies, in the amount of $2, 111.30, to the Employment Development Department for past due tax payments. This was for the time frame of January 2023 to September 2023.

It was learned that for the month of September 2023 this facility had negative equity in the amount of $283, 032.33 as disclosed in the balance sheet review.

As a result of this investigation, this LPA found the allegation to be SUBSTANTIATED - A finding that the complaint was Substantiated meant that the allegation was valid because the preponderance of the evidence standard had been met.

The following deficiencies were observed and cited on the following LIC 9099-D pursuant to Title 22 Rules and Regulations, Division 6 and Health and Safety Codes.

An exit interview was conducted via Teams Meeting with Carl Wood and a copy of the report and appeal rights were provided via email to cwood@vcdi.org with read receipt. Carl Wood will sign and return the report back to this LPA at Charlie,Yang@dss.ca.gov.
