Client was sexually assaulted by an unknown caregiver
Licensing Program Analyst (LPA) Alviso arrived to conduct a complaint inspection, on 4/30/26 at approximately 9:30am, and met with Administrator Vonstarsi Bernil Jaca.
Reporting Party (RP) alleges client,C1, was sexually assaulted by an unknown caregiver and client, C1, was hit by an unknown caregiver. The Department reviewed records and conducted multiple interviews during the course of the investigation. Interviews and a review of client records revealed insufficient evidence to substantiate the allegation of sexual assault by a caregiver and the hitting of the client by a caregiver. Independent investigations conducted by the Rohnert Park Police Department and North Bay Regional Center also concluded that there was not enough evidence to indicate that an assault occurred. Therefore, allegations of "client was sexually assaulted by an unknown caregiver", and
"client was hit by an unknown caregiver" are unsubstantiated.
A finding that the complaint allegation is Unsubstantiated means that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur.
