The inspector’s account

Licensing Program Analyst (LPA) Araceli Canela arrived unannounced regarding another matter. LPA went over Community Care Licensing inspection authority and the requirements for facility to allow LPAs to enter the home. LPA explained to Administrator, Keith Cooper that LPA had been knocking on the door, the window, garage door and side of house for almost 20 minutes and no one was opening the door. LPA called the facilities phone number and no one answered and LPA left a message that she was outside the home.

LPA rung the doorbell several times, constantly and still no one answered. LPA called Administrator who immediately answered LPAs call and LPA explained the situation. LPA explained that LPA saw client C1 getting dropped off in the front of the home, the person dropping C1 left immediately and did not wait for C1 to enter the home. LPA saw C1 enter the home and LPA parked closer to the home and went to knock for the visit. LPA had knowledge that a client C1 was in there and there was a staff vehicle in the front of the home, yet no one answered LPAs constant knocking. LPA decided to wait for KC to arrive but a few minutes later staff S1 opened the door and asked LPA, why she was over there. S1 stated that they did not hear any of the knocking because they were in the backyard enjoying the new patio furniture. LPA explained to KC that the facility needs to go over licensing requirements with facility staff and explain they have to open the door. Licensing may call for police to conduct a welfare check when licensing knows there is a client in the home and there are safety concerns that no one is opening the door. At the time S1 stated they were in the backyard the temperature was 86 degrees, there is no shade and the patio furniture had no cushions. LPA explained safety concerns if the clients were out there 20 minutes in these conditions.

LPA went over regulation for 80044 . Inspection Authority of the Licensi ng Agency . LPA requested staff training regarding regulation. LPA also requested facility follow up on how C1 is being dropped off at the home from day program & notify LPA a discussion took place with the transportation management regarding C1s Safety and Supervision. Failure to stay in compliance will result in the facility being cited & civil penalties may be applied.
