Based on a tour of the facility, interviews with the Director, several staff, review of records and observations, the allegation, facility staffing is insufficient is found to be SUBSTANTIATED. A finding that the complaint is SUBSTANTIATED means that the allegation is valid because the preponderance of the evidence standard has been met.
