Facility Evaluation Report
Licensing Program Analyst (LPA) Stevenson arrived unannounced and met with Executive Director Agustin Samaniego. The purpose of this case management visit is to discuss an 8 second video received by Community Care Licensing (CCL) on 09/08/2025 in which staff member S1 is purportedly dancing on top of a resident sink while working, that was shared and since taken down from the social medial site, Tik Tok.
LPA learned that no resident's were present at the time of the video production and the video was taken by an outside party not employed by Paramount House Senior Living.
Management was advised, that LPA had spoken to staff member S1 by phone and made S1 aware that had a resident been present during the making of the video, that the mistake could have been grounds for permanent exclusion to work as a caregiver in the state of California. S1 voiced understanding and voiced that they had already been spoken to by the management at Paramount House Senior Living.
LPA advised management to review with staff, title 22 California Code of Regulation (CCR) 87777 (Exclusions) which states:
(a) The department may prohibit any person from being a member of the board of directors, an executive director, a board member, or an officer of a licensee, or a licensee from employing, or continuing the employment of, or allowing in a licensed facility, or allowing contact with clients of a licensed facility by, any employee, prospective employee, or person who is not a client who has:
(2) Engaged in conduct which is inimical to the health, morals, welfare, or safety of either an individual in or receiving services from the facility, or the people of the State of California
