The inspector’s account

At approximately 10:10 AM, Licensing Program Analyst (LPA) Magdaleno arrived unannounced to conduct a required 1-year annual inspection and was greeted by Joey Remo, Program Manager. Program Director Cynthia Dinglasan arrived at approximately 10:50 AM. Facility is an Adult Day Program (ADP) with twenty-five (25) participants physically in care, LPA was informed that four (4) participants were attending virtually for a total of twenty-nine (29). Facility is serviced by vendor North Bay Regional Center (NBRC). Facility operates Monday through Friday 8:00 AM – 2:00 PM.

At approximately 10:35 AM, LPA initiated a tour of the facility with Program Manager and observed the following: Facility consists of one (1) story, was a comfortable temperature, and passageways were free from obstructions. Facility's fire extinguishers were observed charged and last serviced 1/25. Smoke and Carbon Monoxide detectors are serviced by a third party vendor and last serviced 6/25. Water temperatures in participant accessible sinks read within the allowable range of 105 to 120 degrees F per Title 22 regulations. Soap & paper towels were available in facility bathrooms. Cabinets containing cleaning supplies and other items that could pose a risk were locked. Facility is equipped with a changing room with four (4) electric beds and two (2) ceiling rail lifts to assist with non-ambulatory participants. Participants bring their own lunches and those who stay at the facility during the day eat in the dining room. Refrigerators for participants’ lunches were clean and in good repair. LPA was informed that facility arranges the majority of client transportation. LPA conducted a spot check of facility vans and found them to have first aid kits, blood borne pathogens kits, fire extinguishers, and service logs.
