The inspector’s account

At approximately 09:50 AM, Licensing Program Analyst (LPA) Star Stevenson arrived unannounced to BEGIN a required 1-year annual inspection and made a call to Administrator Regyna Jackson-Branchcomb to advise of today's initiation of the required annual inspection. Administrator arrived at approximately 10:10 AM to further assist with today's inspection.

Facility is an Adult Residential Facility with four (4) ambulatory clients in care. LPA was informed that three (3) clients left for Day Program; one (1) client is away on a family visit. Facility is vendorized with North Bay Regional Center (NBRC).

At approximately 10:30 AM, LPA initiated a tour of the facility with Administrator and observed the following: Facility is a one story home, was a comfortable temperature, free from odors and passageways were free from obstructions. Water temperature in clients' bathrooms measured within the allowable range of 105 to 120 degrees F per Title 22 regulations. LPA observed that the facilities main water heater is leaking with water draining onto boards and sheetrock and a Technical Violation: 80087(a) is issued which requires facilities to be "clean, safe, sanitary and in good repair at all times..." Administrator called their home repair agency and set up an appointment to have the water heater looked at for the next day.

LPA observed a supply of clean linens and paper products available to clients. Clients' bedrooms were inspected and all required furnishings were in place with LPA noting that two (2) of three (3) bedroom have only single bulb standing lamp and Technical Advisory issued for licensee to consider ways to add more light in these rooms for clients in care.
