The inspector’s account

Licensing Program Analyst (LPA) Manuel Monter conducted an unannounced annual inspection visit, and met with Administrator Louella Manzano. During visit, LPA observed 2 residents and 2 staff.

LPA toured the facility inside out with ADM which included; the Living room, kitchen, dining room, 4 restrooms and 3 residents bedrooms. The staff area of the facility was also inspected. Front yard and backyard were inspected. There was no obstruction to block the walkways.

Two day perishable food supplies and seven day nonperishable food supplies were observed. LPA observed the medication storage area, knives storage area, and cleaning product storage area as locked and inaccessible to residents in care. Room temperature was at 70 degrees F, and hot water temperature was measured at 110 degrees F in both resident bathrooms.

While touring the backyard of the facility, LPA observed a black storage cabinet in driveway #2. LPA observed the cabinet was not locked and toxics were observed accessible to residents in care. (Photographs taken, and ADM observed.) LPA asked ADM if the residents have access to the backyard. ADM stated, yes, the residents can go to the backyard.

While interviewing R1, LPA observed a bottle of detergent in bedroom #1, in R3's side of the bedroom. ADM stated that detergent wasn't supposed to be there. (LPA took photograph)

Fire extinguisher was serviced in July 16, 2023. The facility was equipped with smoke and carbon monoxide detectors. Smoke detectors was tested by ADM, and were functional. LPA observed facility first aid kit and facility fire/earthquake drill log. The facility's last drill conducted was on September 2022.
