The inspector’s account

Licensing Program Analyst (LPA) Steve Chang conducted an unannounced annual inspection visit, and met with Administrator (ADM) EMMANUEL G FERNANDO .

LPA toured the facility inside and out with ADM. 3 residents went to day program. 2 staff were observed in the facility.

LPA reviewed 2 resident files and 2 staff files.

License, administrator certificate and personal rights posters were observed in the facility. Living room, family room, kitchen, dinning room and two restrooms were inspected. Three single resident bedrooms, and laundry room were inspected. Two day perishable food supplies and seven day nonperishable food supplies were observed sufficient. Medication closet, knives closet, and cleaning product closet were observed locked. Room temperature was at 71 degree F, and hot water temperature was at 110 degree F in facility. The temperature of the refrigerator was at 35 degree F, and the temperature of the freezer was at 0 degree F.

Fire extinguisher was serviced on 06/01/2023. The facility was equipped with fire alarm system, and smoke and carbon monoxide detectors. ADM tested the smoke detector system and they were working fine. Front yard and backyard were inspected. There was no obstruction to block the walkways. Emergency light system, flash lights and first aid box were observed in the facility. There was no night light in the hallway.

The last time the facility conducted the emergency and fire drill was on 2/9/2024.

Deficiencies noted today. See LIC809-D. Exit interview was conducted with ADM. This report was provided to ADM for signature.
