The inspector’s account

Licensing Program Analyst (LPA) Marcella Tarin conducted an unannounced Required 1-Year inspection. LPA met with Program Director (PD) Lauro Centeno. LPA stated the purpose of the visit. PD stated the day program currently had 29 clients in attendance, with 9 staff on shift.

LPA toured the interior and exterior of the facility with PD to include the kitchen, client activity room, clients bathrooms, back of the facility. All exit and passageways were free and clear of obstruction. LPA toured the kitchen area and observed knives and cleaning supplies locked and inaccessible to clients in care. PD states clients bring their own lunch/food from home to the program.

The facility was equipped with smoke and carbon monoxide detectors. The facility fire system was inspected by a third-party agency and passed inspection on 5/12/2026. LPA reviewed the facility first aid kit, and it was observed to be complete. The facility emergency drill log was reviewed. The facility's last drill was conducted on 4/14/2026. Fire extinguishers last serviced on 1/6/2026.

LPA toured client bathrooms (5 stalls). All bathrooms had hand soap, paper towels, functioning lights, and covered trash bins. LPA measured water temperature with a range of 105.2 F to 116.9 F.

LPA reviewed 3 clients records. LPA reviewed 3 staff records. LPA reviewed client medication, and observed medication was locked and inaccessible to clients in care.

No deficiencies were cited during today's visit per California Code of Regulations Title 22. An exit interview was conducted with Program Director Lauro Centeno and a signed copy of this report was provided.
