The inspector’s account

On 10/10/25 - Licensing Program Analyst (LPA) Marcela Yanez, conducted a collateral visit and met with Fidel Sanchez, Program Coordinator Adult Day Program for Senior Center and Benon Kalisa, Program Manager (PM) of EMCC (Employment Media Community Connection)- Whittier. EMCC Whittier - is an Adult Day Program, under the San Andreas Regional Center (SARC) and not licensed by CCLD (Community Care Licensing Division).

The collateral visit is to gather information regarding an Incident that was reported by the facility where the resident (R2) resides. R2 reported to his/her facility administrator of inappropriate behavior by an EMCC Staff on 09/09/25.

No deficiencies were cited during today's visit. An exit interview was conducted with Program Manager Benon Kalisa and Fidel Sanchez. A copy of the report was provided.
