The inspector’s account

At 7:50am, on March 4, 2026, Licensing Program Analyst (LPA) Haner-Tomasko arrived at the facility unannounced to conduct the annual facility inspection. LPA met with Licensee/Administrator Dolly Schwed, announced who he was and the reason for the visit.

Licensee and LPA conducted a full tour of the facility. This facility is a single story residential home on a fenced one acre parcel of land located in a rural area just outside of the city of Paso Robles. There are four client bedrooms (two are dual occupancy) and one full public bathroom. Bedroom #5 is the primary bedroom with en suite bathroom for live-in staff and bedroom #4 is also for live-in staff. There is a living room with fire place, TV, seating, and dining space; a kitchen with seating and an office space; and a family room with additional seating and TV. Access to the laundry room is through a locked door for resident safety. LPA noted a large landscaped yard that wraps around the facility with ample space, seating, and shade for clients. LPA noted fresh fruit and snacks in the kitchen for clients to enjoy freely. The facility has a water well and the well water was tested on February 4, 2026 by Abalone Coast Analytical, Inc. and meets all compliance regulations. The facility has battery operated smoke detectors in each room that are all working, there are two carbon monoxide detectors one in the south hallway and the other near the kitchen both functioning normally. LPA observed fire extinguishers throughout the facility tagged current and in the green compression range, serviced on April 4, 2025. LPA tested facility hot water at 106.3*(f), within regulation temperatures 105*-120* (f). LPA observed at least 2 - days of perishable and at least 7 - days of nonperishable foods.
