Facility Evaluation Report
Licensing Program Analyst, LPA, Noel Wolf Petersen arrived unannounced to the facility to deliver findings of a department report investigating a complaint. LPA met with emilia Baguinon, designated representative by LIC 308, of Starbloom Care Home to explain the purpose of the visit. The report also concludes that the staff failed to seek timely medical attention for the resident, however this case management was made to address clerical issues that were made known to the department during the complaint investigation.
During the course of review of resident files, the department learned 3of6 clients are over the age of 60 with a census of 5. The current facility is licensed as an Adult Residential Care Facility for clients ages 18-59. The licensee has since submitted supporting documentation including updated medical assessments and Age Exception Requests to the department which have been approved, however these exceptions were not submitted timely.
During the course of interview with the staff, it was learned that the administrator was absent/otherwise engaged during the event, and the back up administrator either was empowered or should have been empowered to act and provide resolution to the untimelyness of medical attention.
