The inspector’s account

At 10 Am on 7/25/2025, Licensing Program Analyst (LPA) Noel Wolf Petersen arrived unannounced to perform an annual inspection for The Residence, LPA met with administrator/Licensee Emilia Baguinon and explained the pupose of the visit. Administrator is seeking vendorizaton with VMRC as a 3I home for 4 ambulatory clients age 19-59. No clients or staff are yet in the builiding.

Physical plant was inspected, including but not limited to common areas, kitchen, client bathrooms, client bedrooms, exterior, and evacuation routes. The facility is clean, the traffic areas are well lit and unobstructed. Kitchen has lockable storage for toxics and sharps, there is seven days of nonperishable food but not 2 days of perishable food. The administrator provided that there are no clients yet, but she would so furnish the fridge and pantry before a client took residence. Given that there is some food in the house, the LPA will just issue guidance. The bathrooms hardware is all functional. the water temperature was measured at 115*F. The bedrooms have all required furniture and furnishings, LPA mentioned the inclusion of bed bug encasements which the client was receptive to. The exteriors are clean, and free of tripping hazards, there is enough space for activies and no bodies of water. the evacuation route is in good repair. Fire extingisher is dated 6/18/25. Smoke/CO alarms are functional. Posters are all present, ombudsman is not the right size.

No clients, no staff, so at this time we are skipping a review of clients records, medication, MARs, Staff records, and client/staff interviews. Administrator documents were reviewed including plan of op, house rules, adminstrator certificate, administrator first aid, gaurdian association, surity bond, liablity insurance, and the facility sketch. no citations issued as part of this visit.

An exit interview was conducted, A copy of the report was read and given to the administrator.
