Facility staff transporting residents under the influence of marijuana.
Licensing Program Analyst (LPA) Melissa Parks arrived unannounced on Tuesday October 14, 2025, to conduct a complaint investigation regarding the above allegation. LPA met with Administrator Howard and explained the purpose of the visit.
LPA interviewed staff regarding the allegation. LPA learned that staff was driving R1 to and from their day program until transportation was established. Staff had a habit of smoking black and mild/cigars but never when transporting R1, around the clients, or inside the facility. Staff denied ever using marijuana.
Based on information obtained during the investigation, LPA finds the allegation to be UNSUBSTANTIATED- a finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation occurred.
