uncomfortable and felt there was a lot of eavesdropping when they were on the phone. AD Tran helps to facilitate privacy with clients who share rooms. He would ask clients if the other clients can have some space when they are unhappy. C1 was not happy receiving phone calls from their mother. Both AD Tran and Staff 1 (S1) redirected C1 to talk to their mom in private.
It was alleged that facility not conducting proper Covid screening procedures. LPA spoke to a witness who visited the facility during Covid. The witness said they were visiting and noticing staff at the facility not wearing masks properly. None of the staff check their temperature. Clients did not have masks on. Current clients and staff at the facility interviewed believed the facility was following the proper covid screening procedures at the time. Clients and staff said that there was someone taking visitors temperature. They gave masks to people who were visiting and did not have one. There are hand sanitizers. Clients mention there are signs posted in the bathroom in how to wash hands and for twenty seconds. LPA noticed the facility has a box of masks and hand sanitizers by the front door. Former client C1 said sometimes the staff wear masks and would take temperatures. C1 also said that when someone was coughing the staff would ask them to wear a mask.
It was alleged that staff not present on-site at facility. A witness stated when they came to visit, C1 was there by themselves when they opened the door. However, C1 stated that there is one staff present, usually S1 would be at the facility. C1 mentioned that if S1 was not there they would wait at the park. All the current clients interviewed have mentioned when S1 was busy taking other clients to their appointments, they would be running late. It depends on the circumstances because they would arrive back from their day program or work early. The clients similarly said they did not wait long for S1 to return. They would wait in front of the house or near the park and S1 would pick them up as well. The facility is a level 2 home and most of them are mainly independent. AD Tran said that they can leave and go as they please, they just need to let the staff know where they are going. AD Tran also mentions the side gate is open and they can wait inside in the yard. LPA did look at clients Physician’s Reports for residents at the time of the complaint and all clients are able to leave the facility unassisted.
Therefore, based on LPA Tea's observations and interviews conducted and records reviewed the allegations client not provided privacy in facility, facility not conducting proper Covid screening procedures, and staff not present on-site at facility has been determined to be UNSUBSTANTIATED meaning that although the
