The inspector’s account

Licensing Program Analyst (LPA) Rose Ruppert made an unannounced visit to conduct a health and safety Case Management visit. LPA was greeted and granted entry by Staff #1 at 8am and spoke to the Administrator (AD) via phone regarding the purpose of the visit. AD gave permission for Staff #1 to sign the licensing reports.

LPA toured the facility and there were no odors detected and the facility was clean. The temperature was 73 degrees and comfortable. Cable and internet were on and operational. LPA observed the refrigerator had two-days of perishable items and seven-days of non-perishable items on-hand. LPA tested the hot water temperature in two of two resident bathrooms and the temperature ranged from 105.1 to 106.8 degrees Fahrenheit. LPA observed staff providing a bed bath for one resident. One resident was dressed and seated at the table for breakfast. A third resident was still sleeping.

LPA confirmed with three of three staff that they have been paid for the prior pay period and were current. Staff will be paid on the 22nd for the pay period of 2/18-3/15/2026. It was explained to LPA by AD and Licensee that the pay period is longer due to adjusting the pay period back to the Hills paying staff on the 7th and 22nd of each month. The facility currently has liability insurance.

Based on the observations made during today’s visit, the facility appears to be in compliance with Title 22 Division 6 of the California Code of Regulations, no deficiencies cited on this date. An exit interview was conducted with Staff #1 and a copy of the report were given at the time of the visit.
