The inspector’s account

It was alleged that AD entered C1’s personal home multiple times after C1’s mother passed away and took possession of dolls that belonged to C1’s mother. LPA interviewed AD who stated that C1 previously lived with their mother, when C1’s mother passed away a regional center social worker asked AD to pick C1 up from the home and take them to the facility on an emergency basis because there was no one to take care of C1, the social worker gave AD the keys to C1’s family home to take C1’s belongings to the facility, and once AD was done they gave the keys to C1’s aunt. LPA reviewed C1’s Individual Program Plan dated November 18, 2024, which indicates that C1 moved into the facility on July 23, 2021, when their mother passed away and at that time C1’s extended family was not involved and their contact information was not known. Per AD, at C1’s family home, there were some dolls but there was not enough space in C1’s new room at the facility for the dolls, C1’s aunt stated they were going to donate everything left in C1’s family home, including the dolls, so AD offered C1’s aunt $100 for the dolls and C1’s aunt accepted, after that C1’s aunt invited AD to go back and buy anything else AD wanted that was left because it would be donated, and AD and C1’s aunt ended the transaction on good terms. LPA interviewed C1’s aunt who stated they became involved after C1 had already moved into the facility. Per C1’s aunt, AD had already taken the dolls, and possibly other items, from C1’s family home without permission and offered them money after the fact. C1’s aunt stated they accepted the money and did not refuse the transaction or request the items back. LPA interviewed C1 who was unable to provide any information regarding the dolls. The information obtained is conflicting regarding whether the sale of the dolls was voluntary. In addition, the incident took place outside the facility and the alleged victim, C1’s mother, is not a client of the facility. No information was obtained that C1’s property was mishandled.

Based on the information gathered during the investigation and review of all documents obtained, the Department is unable to ascertain if the above allegation occurred as reported. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove or refute the alleged violation occurred; therefore, this allegation is deemed Unsubstantiated. An exit interview was conducted and a copy of this report was discussed with and provided to facility representative.
