The inspector’s account

It was alleged that the facility constantly has bedbugs and is not taking proper measures to address the infestation. LPA inspected all 25 rooms, including the beds, linens, pillows, floors, and clothing, and observed a small number of bedbugs in one of the rooms. LPA interviewed AD who stated that bedbugs were recently reported in this room, in response AD called the facility’s pest control technician who treated the bedbugs the same day, and the facility is continuing to monitor the room and spray for bedbugs to supplement the pest control technician’s services. LPA attempted to interview the two clients who live in the affected room, but the clients were not present at the facility. LPA interviewed five additional clients and did not obtain information showing that other clients are affected by bedbugs. LPA inspected the facility’s pest control records which show that on January 29, 2026, the affected room was sprayed for bedbugs and the facility’s pest control technician noted they saw a “few” bedbugs in the room. LPA interviewed the facility’s pest control technician who stated that bedbugs are found in clients’ rooms “on and off”, when bedbugs are discovered they go to the facility and spray which gets the bedbugs “under control,” but to completely eliminate bedbugs requires a procedure involving bagging, spraying, and washing a client’s bedding and clothing. Per the facility’s pest control technician, they were not able to follow this procedure on January 29, 2026, due to lack of cooperation from clients and facility staff, so they only sprayed for bedbugs, which is effective, but does not completely eliminate the bedbugs in the affected room. Interviews with AD and one staff corroborated that clients sometimes refuse to comply with hygienic practices to address bedbugs. Based on the information obtained, while the facility is addressing bedbugs, the facility is not following the proper procedure to completely eliminate the bedbugs, resulting in bedbugs remaining in the room of two clients over a week after pest control treatment.

During the course of the investigation, the Department obtained sufficient evidence to substantiate the allegation mentioned above. The preponderance of evidence standard has been met; therefore, the above allegation is Substantiated. An exit interview was conducted and a copy of this report and appeal rights was discussed with and provided to facility representative.
