The inspector’s account

C1 could not remember. C1 said no one witnessed the incident and quickly changed the story and claimed staff 3 (S3) was in the room when the incident occurred and didn’t do anything. C1 said they told Staff 2 (S2) about the incident after it occurred. Staff 2 (S2) was present when C1 made that statement, and S2 denied being told about the incident. According to S2, the first time they herad of the incident was when the staff member was being questioned by a Buena Park Police Officer.

Buena Park Police arrived at the facility on May 22, 2025, and spoke with C1. According to a Buena Park Police Officer, C1 had a hard time explaining the details of the incident. Eventually, C1 explained to the Officer, Staff 4 (S4) “hugged their butt” and “pushed it against [their] wiener.”

C1 also told the Police Officer, S4 had on clothes during the incident and C1 did not see S4’s “wiener.”

According to Witness 1 (W1), C1 has lived in a couple different group homes and has a history of making false allegations involving physical, emotional, and verbal abuse against staff at previous homes. W1 believes C1 makes false allegations because C1 does not want to live in a “group home.” W1 said, “it was a matter of time until [C1] made an allegation against a staff member at Del Sol.

According to S1, C1 was admitted to the home on March 25, 2024, against the client’s will by their mother who’s the conservator for C1. S1 explained C1 wants to live with their mother and grandmother so C1 makes up false allegations. S1 says this most recent allegations against S4 was reported to C1’s mother and the mother did not believe the allegations and did not want them to be investigated.

According to Buena Park Police Dispatcher #706, the Officers who responded to the incident on May 22, 2025, determined no crime was committed and found the alleged incident to be unfounded. Buena Park Police Report/incident Report number # 25-16454 .

Based on the information gathered during the investigation through interviews and document review, the Department is unable to ascertain if the allegation occurred as reported. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove or refute the alleged violations occurred; therefore, the allegation is deemed Unsubstantiated.

An exit interview was conducted, and a copy of this report was provided.
