The inspector’s account

Licensing Program Analyst (LPA) Rose Ruppert made an unannounced visit to conduct an Annual Required Evaluation. LPA was greeted and granted entry by staff at 1pm. LPA met with Constantin Mitrica, Administrator, and explained the purpose of the visit.

The facility is a single story home with three shared bedrooms and an approved fire clearance of six non-ambulatory residents; of which six my be on hospice. The facility currently has a census of five residents in care. There are three additional bedrooms where family reside. All our fingerprinted and cleared.

During today's visit LPA toured the kitchen and observed sharps and knives were secured in a drawer and cleaning chemicals were secured under the sink. All appliances were in working order and the refrigerator had two days of perishables and pantries had seven-day non-perishables on hand. LPA walked the exterior and observed a shaded seating area and the exit doors are accessible and self-latching. There are no obstruction of pathways and there was plenty of room for outdoor activities.

LPA observed residents seated in the family room area having an afternoon snack and toured residents' bedrooms. All bedrooms had the required furnishings and linens and resident files had signed consent for all residents for camera monitoring in resident rooms. The resident bathroom had a hot water temperature of 111.0 degrees Fahrenheit. The smoke and carbon monoxide alarms were tested and were operational. A fire extinguisher was charged and inspected on June 23, 2025. The last fire drill was on September 28, 2025 and a fire drill for the fourth quarter will take place this month.
