The inspector’s account

Licensing Program Analyst (LPA) Rose Ruppert made an unannounced visit to conduct an Annual Required Evaluation. LPA was greeted and granted entry by Staff #1 (S1) at 8am. LPA met with Administrator (AD) Melissa Punzalan Tyndall and explained the purpose of the visit.

The facility is a six bedroom two-and-a-half bath, single story home with an approved fire clearance of five ambulatory and one non-ambulatory. The facility currently has a census of five ambulatory clients in care. At time of entry there were three clients awaiting Orange County Transport Authority (OCTA) to take them to Adult Day Program. One client had already left for ADP. The fifth client was also waiting for the job coach to attend ADP and left by 9am.

During the visit, LPA toured the exterior and observed two cycling machines, a treadmill and stair stepper; all under a shaded awning. LPA also observed a shaded seating area. There was a large grassy area for clients to be outdoors and there were no obstructions or hazards blocking pathways.

While touring the interior, LPA observed several fire extinguishers which were charged and inspected on May 4, 2026. The facility's last fire drill was conducted on May 2, 2026. The fire alarm and carbon monoxide detectors were tested and both were in working order and operational. The facility temperature was 70 degrees Fahrenheit.

LPA tested the hot water temperatures in three of three client bathrooms. The hot water temperatures ranged between 113.1 to 117.8 degrees Fahrenheit. All client bedrooms had the required furnishings, linens and were clean and odorless.
