The inspector’s account

Licensing Program Analyst (LPA) Rose Ruppert made an attempted Case Management visit to confirm if there are residents in care. LPA was unable to gain entry into the facility.

LPA intercepted a tenant leaving for work at 8am and stated the purpose of the visit. LPA requested for the tenant to allow entry into the home but tenant asked LPA to contact the property owner. LPA asked how many other people resided in the home and tenant stated there are three people who rent room and are not receiving care. All are independent and come and go. LPA asked for the names of the individuals and tenant did not reply.

LPA observed three cars in front of the home and the tenant confirmed that the white vehicle belonged to an independent resident. The tenant was entering into the second vehicle and there was a third vehicle parked. LPA also noted there had been another vehicle parked in front of the Additional Dwelling Unit entrance and observed a male and child enter the vehicle and leave the property.

After the tenant left, LPA knocked on the door with no response. LPA attempted to look through a window that oversees the kitchen and observed the interior was dark. The chirp of the low battery smoke alarm could be heard at the front door and LPA did not detect any signs of movement or activity indoors.

LPA called the two phone numbers on the facility profile and neither number had the ability for LPA to leave a voicemail. LPA was unable to conduct an exit interview and will mail a copy of the report to the Licensee mailing address on file.
