The inspector’s account

Licensing Program Analyst (LPA) Hanna Gough arrived at the facility to conduct the required annual inspection. LPA was greeted and granted entry by staff. LPA met with Administrator (AD) Noel Villegas and explained the purpose of the visit. The facility currently has three clients in care.

The facility is a one story home with four client bedrooms, two bathroom, kitchen, living room, dining room, backyard and two car garage. Facility appears clean, safe and sanitary. All client bedrooms had the required components and furnishings. LPA observed the restroom to have toilet paper, paper towels, and non-slip mats. LPA tested the water to be 107.2 degrees Fahrenheit. LPA observed the kitchen to be clean and free of vermin. LPA observed the toxins to be locked in the laundry closet located in the kitchen and made inaccessible to clients in care. LPA observed the knives to be locked in a drawer next to the oven and made inaccessible to clients in care. LPA observed a fire extinguisher in the kitchen charged and with a service date of July 10, 2024. LPA observed the centrally stored medication to be in a locked closet by the front door. LPA observed the emergency food located in the pantry closet by the living room entrance and the emergency water supply in the garage. LPA observed the locked garage to be used as extra storage for chemicals, a working freezer with extra food and supplies. LPA observed the backyard to have a shaded seating area for client use. LPA observed no obstructions or debris in the backyard. LPA and AD tested the fire and carbon monoxide detectors and they were found to be operational.

LPA reviewed staff files and no discrepancies were observed. LPA reviewed client files and no discrepancies were observed. LPA reviewed client medications and no discrepancies were observed. LPA reviewed P&I with AD and no discrepancies were observed. LPA observed the last fire drill to be conducted on June 12, 2025. All staff present are background cleared and associated to the facility.
