The inspector’s account

Licensing Program Analysts (LPAs) Celine De Perio and Albert Marin conducted an unannounced required annual visit. LPAs were greeted and granted entry into the facility by staff on duty and explained the reason for the visit. Administrator (AD) Arnold Andal arrived at the facility at 9:38 AM and Noel Villegas arrived at 10:34 AM.

Facility is licensed for 6 clients, for which 2 can be non-ambulatory. LPAs observed a total of 5 clients in care (3 were picked up to attend day program around 9:15 AM), while 1 client went to work at 7 AM.

LPAs De Perio and Marin toured the exterior and interior grounds of the facility. LPAs observed one self-latching exit gate in the backyard. LPAs observed COVID-19 protocols in place as temperatures were checked and universal precautionary signs were posted throughout the facility.

Toilets in restrooms were observed to be operational and signs for hand washing were posted. Restroom #1 (female restroom) water temperature was tested at 105.2 degrees Fahrenheit. Restroom #2 (male restroom) water temperature was tested at 105.3 degrees Fahrenheit. LPAs observed fire extinguisher mounted and fully charged. Smoke detectors and carbon monoxide were tested and operational. LPAs observed toxins, cleaning supplies and knives to be locked and inaccessible to clients. LPAs observed facility had a First-Aid Kit, and a 30-day supply of PPE. Medications were also locked and inaccessible to clients.

LPAs observed that facility had a 7-day supply of non-perishable food and 2-day supply of perishable food.

AD Arndol Andal's administrator certificate expires on 01/28/2024, and Noel Villegas's administrator certificate expires on 06/13/22, however has submitted for renewal on 04/28/2022.
